RISC is now hiring for the positions of:

Executive Director

Title: Executive Director
Supervisor: Board of Directors
Working Hours: Mon – Fri, 8:00am – 12:00, 1:30 – 5:30pm and on-call as required.
Salary: $500–$650/month (to be negotiated)

Responsibilities: (in order of priority)

1) Beneficiaries

a. Make efforts to know and understand the beneficiaries
i. Understand their behavior / challenges / culture / needs / abilities.
ii. Be able to recognize/understand the differences between the returnees and the communities they are moving to.
b. Assist the staff with activities as needs arise.
i. Assist staff with finding solutions to client’s problems as they arise.
ii. Know about and recommend organizations to refer clients to as needed.
c. Observe professional standards of confidentiality of sensitive documents and discussions (particularly conversations with and about clients).
d. Travel to provinces on site visits to returnees in the countryside as needed.

2) Donors

a. Current donors
i. Work with staff to compile and submit weekly activity reports.
ii. Produce and submit quarterly and annual finance and activity reports and projections.
iii. Maintain a constructive relationship with donors.
iv. Maintain constructive partnerships with organizations and individuals who are collaborating with RISC to serve the returnee community.
b. Future Donors
i. Work extensively and creatively with organizations, networks and individuals to find future sources of funding.
ii. Develop, submit and monitor proposals for fund raising.
iii. Work extensively and creatively with organizations, networks and individuals to find partners who can collaborate with RISC to serve the needs of the returnee community.

3) Staff

a. Learn about the work of the staff and understand it. Be informed about their achievements and find ways to support them if difficulties arise.
b. Oversee implementation of RISC personnel policies.
c. Communicate with staff about board and donors.
d. Organize and perform a weekly staff meeting to discuss work-plans and progress.
e. Learn from the staff about the financial systems and gradually take on the responsibilities of financial reporting as required by the donors (making improvements as necessary).
f. Maintain personnel records for all RISC staff.
g. When required evaluate staff performance and report to board every 6 months).
h. Submit to an evaluation by the staff of the ED’s job performance every 6 months.
i. Oversee new staff training.

4) Board of Directors

a. Organize Board meetings.
b. Report to the board.
i. On activities and progress towards the Goal of the organization
ii. On progress towards finding future funding and partnerships.
c. Consult with the board on major decisions (including budgets).
d. Be accountable to the board for personal performance.
e. Carry out the decisions of the board

5) Government

a. Make sure all government registration, by-laws, organization chart and other requirements are up-to date and accurate. (Renew registration after probationary period to update ED information).
b. Be a representative for the organization to the government as necessary.

6) Organization

a. Policies
i. Review, and make recommendations for changes to organization policy documents. (organization chart, by-laws, staff job descriptions, contracts, policies, strategic plan, etc).
ii. Submit and present these recommendations to the Board for approval.
b. Develop and manage the overall fiscal budget.
i. Provide the Treasurer of the Board of Directors a monthly budget summary which includes projections for the balance of the fiscal year.
ii. Review all cash disbursements.
iii. Monitor purchasing processes.
c. Vision
i. Be creatively invested in the long-term direction of the organization.
ii. Make creative contributions to the strategic planning for the organization, including proposals for future structure, reassessments of priorities, etc.
iii. Maintain a vision for the goal of RISC; to assist returnees with becoming constructive independent members of Cambodian society.

7) Public

a. Represent RISC in meetings with other NGOs, professional colleagues, government agencies, the media and the public.
b. Assist scholars and other researchers in gathering data on issues related to the repatriation and resettlement of RISC clients as necessary.

Other Information:

For this position, a 6 month probationary contract will be signed first. If the ED’s performance is not satisfactory (as evaluated by the Board, in consultation with the staff) s/he will be laid-off. After successfully completing the probationary period, a contract will be signed and the registration at the Ministry of Interior will be renewed with updated information about the Executive Director.
